Management Team

JEFFREY A. WILLIAMS, CPP – is President and Managing Director of Orion Support Inc. (OSI). He served at seat of government locations, worldwide, as a Special Agent and Counterintelligence Officer with the US Air Force Office of Special Investigations (OSI) until retiring in 1992, having served as the Commander, OSI at the U.S. Embassy, Manila from 1984. Upon retirement, he became the Country Manager for Pinkerton Consulting & Investigations – Philippines, a subsidiary of Pinkerton USA, until his promotion to Vice President of Pinkerton (Asia) Ltd. in 1997. OSI specializes in Philippines commercial investigation services, having more than a dozen Philippines private investigators in their company. Jeff’s awards include commanding the Worldwide Outstanding OSI Office of the Year in 1986 and selection as the Worldwide Department of Defense (DOD) Counterintelligence Collector of the Year in 1987, both awards while assigned to the U.S. Embassy in Manila. Additionally, he was selected by Pinkerton USA as their Worldwide Investigations Managing Director of the Year in 1997, followed by his selection as Pinkerton’s International Managing Director of the Year – Leadership Award in 1998. Jeff was also awarded the Bronze Cross Medal from the Philippine National Police (PNP) in 1991. He has a Bachelor’s degree in Criminal Justice and a Masters degree in Management. Jeff is active within the American Chamber of Commerce’s Intellectual Property Rights Committee and is Board Certified in Security Management by the American Society for Industrial Security – International (ASIS).  Jeff was inducted into the USAF Office of Special Investigations (OSI) Special Agent/Counterintelligence “Hall of Fame” in Washington D.C. in April, 2009.

MIGUEL O. DOMINGO – is OSI’s General Manager and is supported by a staff of over 22 personnel, whose investigative experience ranges from 5 to 30+ years. Mike holds a Bachelor’s Degree in Criminology and is a graduate of the Pinkerton’s Investigative Academy in the United States. Additionally, he was selected as Pinkerton (Asia) Ltd’s Asia-wide Investigator of the Year in 1996 from within 14 offices situated in 10 different Asian countries. Mike supervises all of OSI’s private detectives Philippines in the pursuit of Philippines commercial investigation services.   Additionally, he serves as a Consultant to the Philippine National Bureau of Investigation. He is directly supported by Mr. Giovanni Parado, Manager for Commercial Investigations with 28 years of investigative experience, Philippine-wide; and Mr. Alvin Ambion, Manager for Intellectual Property Rights Investigations and Enforcement Actions, with 20 years of investigative experience.

ROBERT L. HEAFNER – is OSI’s Special Liaison Officer to the Philippine government. He is a veteran of 40 years of distinguished service with the U.S. Federal Bureau of Investigation (FBI), with his last assignment serving as the Legal Attaché, FBI, U.S. Embassy, Manila from 1989 to 1998. In his position as Legal Attaché, he coordinated and jointly worked numerous high level and sensitive criminal, fraud and counterterrorism investigations with senior counterparts within the Philippine National Police (PNP), the Philippine National Bureau of Investigations (NBI) and the Philippine Department of Foreign Affairs (DFA). He continues to maintain strong relationships at the highest levels of the Philippine government, including cabinet level and agency heads in law enforcement and the judiciary.

Intellectual Property Rights

OSI has investigated several thousand IPR infringers and successfully raided over 2,500 illicit manufacturers and major importer/distributors, Philippine-wide, since 1992. And their success rate hovers at just under 98% over the last 22 years, a significant accomplishment in an industry known for significant corruption.


Commercial Investigations

While OSI's three senior managers have many years of investigative experience throughout Europe, the Americas and other areas within S.E. Asia, they have over 70+ years of such experience and investigative contacts throughout the Philippines. And, they have established a proven and successful track record as reflected by their client list outlined on the client page of this website.


Security Risk Management

OSI's Security Risk Management division supports the protection initiatives of major international and local corporations doing business throughout the Philippines. In-country operational regions include the major high risk areas in Mindanao, where current activities include performing in-depth security and political risk assessments, security program audits, VIP protection operations, and counter insurgency collections.


About Us

OSI Philippines was formed in 2001 by Jeff Williams, who is Board Certified in Security Management by the American Society for Industrial Security International.

Mr. Williams has over 40 years of combined worldwide investigative and security consulting experience, with over 25 years working Philippine-wide as a Special Agent and Counterintelligence Officer with the USAF Office of Special Investigations (OSI), U.S. Embassy, Manila; and then as the Country Manager for Pinkerton Consulting Services, Philippines.
