OSI's senior management were career counterintelligence officers within the U.S. Embassy before their retirement, with over two decade of focus on the Communist and Muslim Insurgencies throughout the Philippines.

They have supported such activities as a major worldwide oil pollution fund's efforts to properly compensate the inhabitants of an area in the Visayas in the southern Philippines, where a major oil spill severely affected the local residents' livelihood. OSI insured that those individuals authorized compensation, received same in a prompt and timely manner; and none was siphoned off by local crime syndicates or insurgent groups with interests inimical to this process.
