OSI is considered the leading provider of Intellectual Property Rights (IPR) Investigations and Enforcement Actions in the Philippines, successfully investigating thousands of infringers over the years; and having successfully raided over 3,500 illicit manufacturers and major importer/distributors, Philippine-wide, since 1992. And their success rate hovers at just under 97% over the last 17 years, a significant accomplishment in an industry known for significant corruption. Part of the reason for their high success rate is the fact that Western management has worked with the various Philippine enforcement authorities for many years from within the U.S. Embassy before their retirement in the 1990s, and due to their unparalleled and long term broad stable of informants spread throughout the sixteen cities, one municipality and adjacent provinces that make up Metro Manila.

Unlike the majority of their competition, however, OSI limits their focus on major infringers believing that it is more cost effective to raid major illicit manufacturers and importer/distributors, than raiding small retail operations. Their Managing Director, Jeffrey A. Williams, CPP, was the Chairman of the IPR Committee, American Chamber of Commerce in the Philippine for many years, and up until the Philippines was downgraded from the US Trade Representative's Priority 301 Watch List in 2008. However, he remains active on the Committee and is well versed in IPR matters dealing with the Philippines. In addition, he speaks worldwide on the trend of international terrorist groups towards funding their administrative and operational fund requirements from the sale of counterfeit goods.
